i downloaded oblivion content for my 360 but now it doesnt apply to some of it.

i have an oblivion cd rom for my xbox 360 and play it frequently.
just 2 days ago i bought/downloaded the extra content(almost everything) from the xbox live marketplace.
after everything finished downloading, i loaded up my game.
in the main menu it said “checking downloaded content” so i knew it was working.
when starting to play the game, i immediately got 3 quests reffering to the downloaded content.
everything was working fine.
but i could only get the “dunbarrows cave, frostcrag spire, and horse armor” quests.
i have yet to receive any notice of the shivering isles, fallen knights of the nine, warrior stronghold, and mehrunes razor.
i read on a differet website that it takes up to 24 hours for everything to be recognized by my xbox.
its been 2 days and it still doesnt work.
if anyone has had a similar experience or know a website that is commonly reffered to, it would help alot.
